Russian Oligarch Continues To Navigate Mega Yacht In Los Cabos Area

Oleg Tinkov, known as the Russian beer czar is apparently on board his 252ft yacht known as La Datcha. The mega yacht had been spotted near Los Cabos beaches earlier this week. It has since been assumed that Oleg Tinkov is on board the yacht and looking to escape the war waged by his home country in Mexican beaches. 

According to the most recent reports the vessel has moved up the coastline to the Bahia de Tortugas area. Another famous port in the Baja California region. Whether Tinkov or his family remain on board is a mystery at this point. Other wealthy Russian businessmen have had a hard time leaving their home soil. It would seem Tinkov sailed away just in time. 

The War Has Not Been Profitable For Tinkov   

As the outbreak of war continues to devastate Ukrainian families, certain Russian businesses have actually benefited from the conflict. Particularly those companies in the energy sector. With oil prices spiking up to levels that had not been seen since 2014. The owner of the La Datcha is not heavily involved in those types of businesses. He is also well known for being the owner of Digital Bank Tinkoff. 

The bank has actually made Tinkoff lose his billionaire status in a matter of days! According to Forbes magazine share prices for Tinkoff’s bank have fallen by 90% since the start of the war with Ukraine. Since Tinkoff’s assets were heavily tied up in the bank business the magazine estimates that his net worth that floated around 5 billion dollars just a few weeks ago has now fallen to around 800 million dollars.

If that were to be true, that would mean that the boat that he is currently on represents about 13% of his total net worth! La Datcha is a boat that was built back in 2019. Currently, it’s valued at right around 110 million dollars. If things continue on a downward trend for Tinkoff with his bank this trip aboard La Datcha to the Cabo area may very well be one of his last ones on the boat at all. It’s probably safe to say that Tinkoff is one of the many Russians who isn’t a supporter of the war in Ukraine.     

One of The Biggest Developers In The Cabo Area   

Tinkoff has been one of the many international businessmen who have fallen in love with the Cabo region. He created the La Datcha Villa . The luxury property is located on the Pedregal beach in Cabo San Lucas. It can be rented out for a cool price of around 35 thousand dollars a night plus a 19% tax fee! The villa can house up to 20 people for that price tag. That’s a way to offset some costs.

 It’s presumed that Tinkoff and some close family members and companions made land in Los Cabos, and are currently staying at the Villa. Although, there has been no confirmation that this is the case. The Villa doesn’t seem to be currently up for rent though. Which certainly indicates that it’s occupied. At this point in time Mexican authorities have not mentioned anything about the presence of the Russian millionaire in the Cabo region. Tinkoff has expressed his love for the Cabo area on numerous occasions. Apparently he hopes to be able to wait out the war here in Cabo San Lucas. Tinkoff mentioned, about his Villa, 

“It took me several years to bring the project in Cabo San Lucas to life. I was very lucky to buy this piece of coastal land, managing to build a house that embodies my vision of life and design.”  

Federal government moves to confiscate mega yacht seized from alleged Russian oligarch

NATIONAL CITY, Calif. (KGTV) — After letting a mega yacht seized from an alleged Russian oligarch sit in San Diego bay for nearly 18 months, the federal government is now beginning the process of trying to officially confiscate it.

The Amadea was seized in Fiji and arrived in San Diego in June of 2022. According to court documents obtained by ABC 10News, federal prosecutors allege that the yacht is owned by Suleiman Kerimov, a Russian billionaire who was sanctioned following Russia's invasion of Ukraine.

Kerimov had the ship custom-built at a reported cost of $300 million dollars. It's considered one of the most lavish mega yachts in the world. "Even in our jaded industry, the yacht behind me is a superstar," said yacht expert Todd Roberts, President of Marine Group Boat Works, a ship yard in Chula Vista that works on mega yachts, though not contracted to work on the Amadea.

While the government may hope to win the case to confiscate the yacht and sell it, that may be a tricky proposition. “Nobody really wants international law to be designed in a way where countries can just sort of seize other country’s assets and actually confiscate them," explained University of San Diego law professor Craig Barkacs.

He says it is not legally clear that the United States has the right to confiscate the ship, even after seizing it. There are a number of United States and international laws that could be at play. He points out that the seizure of the ship for violating sanctions is more of a political decision than a legal one.

Even the ownership of Amadea by Kerimov is being challenged, with a counter lawsuit filed on behalf of another man who claims to be owner of the yacht. Barkacs says the court battle could last a long time. “The answer to your question is, I don’t want to sound too cynical here, but 'in perpetuity' comes to mind.”

Meanwhile, the government is stuck with the ship. Roberts says it must be maintained because letting it rot would lead to leaks and environmental damage to the bay. He estimates the cost of paying for fuel to power the generators, plus maintenance, and the salaries of the 20-30 person crew living full-time on the yacht to be between $4-6 million annually.

If it wins in court, the government could sell Amadea to recoup its money. But for now, it will remain parked in its spot next to Pepper Park.

“If the boat’s going to sit anywhere, it’s great that it’s here in San Diego," Roberts said.

Russian banker and billionaire Oleg Tinkov, who is estimated by Forbes to have a net worth of $2.3 billion, has ordered the first private Damen SeaXplorer 77m/252ft icebreaker yacht named LA DATCHA with the intention of offering her for luxury yacht charter.

Mr. Tinkov intends to spend up to 20 weeks per year aboard the ice-breaker vessel, which is being built with six decks, a 14-metre beam and a draft of 6.5 metres to form an interior volume of 2,560 GT.

The superyacht is being built as part of the billionaire’s luxury recreational project also named ‘La Datcha’, which is comprised of several holiday hikes in lavish luxury destinations such as Cabo San Lucas on the Mexico Baja California peninsula, and the Val Thorens chalet in the French Alps.

On board, there will be an extensive variety of water toys and the current list is set to include a submarine, 4 x Waverunners and 2 x snow scooters. Two helicopters, a VIP tender/rescue boat, a beach lander tender, dive support tender and a pair of expedition RIBS are also stored on board for safety and transport.

Submersible

The interior design from Amels and Damen will feature floor-to-ceiling windows in the observation lounge, main salon and Owner’s suite, and on the upstairs observation deck. For relaxation, there will be an indoor and outdoor Jacuzzi, a sauna, steam bath, massage room and fully-equipped gym.

The accommodation provides for up to 12 guests over six lavish en-suite cabins that include two Master suites and two VIP staterooms, and all have walk-in wardrobes. The accommodation also sleeps a crew and expedition staff of 25.

Once completed, expedition yacht LA DATCHA is expected for delivery in autumn 2020 for a public debut at the Monaco Yacht Show 2020, following which she will be available for charter starting from €690,000,000 per week plus expenses.

Her current cruising itinerary places her in Greece in September/October 2020 before heading south to the Seychelles and Madagascar . Other destinations on offer include Thailand and Malaysia , North and South  Kamchatka in one of Russia’s most dramatic coastal regions, the Kuril Islands, the Galapagos Islands and Alaska , where her ice-breaking hull capable of getting through ice 40 centimetres thick will be put to good use. In addition, her ability to maintain autonomy for up to 40 days will be particularly useful for visiting remote islands.

According to Forbes, a Russian businessman has already expressed interest in a six-month-long luxury yacht charter and Microsoft founder Bill Gates intends to secure a three-week superyacht charter on board.

Los Cabos and La Paz are dream destinations for power yachting. According to yacht directory SuperYachts.com, more than 500 superyachts are currently being built in shipyards around the world. Inside the capture of a Russian oligarch's superyacht

The radio fizzed with static as one of the world's most expensive superyachts sailed through the mist into San Diego Bay.

"Sécurité, sécurité, sécurité… this is the inbound yacht the Amadea."

At the stern, an American flag fluttered above the boat's lavish, mosaic-lined swimming pool.

The $325m (£307m) vessel had spent most of its life touring picturesque ports in the Mediterranean. Now, under the control of US authorities, it was destined for a drab concrete wharf in an industrial harbour.

It is the most ostentatious trophy claimed by a taskforce that - in the words of US President Joe Biden - was set up to pursue Russian oligarchs' "ill-begotten gains".

The BBC has been granted exclusive access behind the scenes of a superyacht seizure.

As missiles rained down on Ukraine in the early days of the war, US prosecutor Andrew Adams was sitting in his New York office with a list of Kremlin-connected billionaires and their luxury assets.

But it looked like time was running out. On a digital map of maritime traffic, he could see superyachts linked to oligarchs making a scramble for safety - sailing towards countries where, he suspected, they believed their assets would be safe from sanctions.

Among the opulent floating targets, one "mega yacht" stood out, Mr Adams said.

The Amadea is roughly the length of a football pitch, with a helipad at one end and a 10-metre infinity pool at the other. Inside, there is a gym, beauty salon, cinema and wine cellar. There are luxury cabins for 16 guests, and accommodation for 36 crew to service their every need.

From a distance, it appears like the tip of an iceberg. Sleek, clean lines and a gleaming white facade seem to project an image of pristine purity. Simply keeping the Amadea shipshape comes at vast expense, with annual running costs estimated at £25m or more. But the ownership of the yacht, and the source of the wealth locked away in its marble floors and teak decking, remains disputed.

US investigators say billionaire Russian politician Suleiman Kerimov is the true owner. Mr Kerimov, a senator in the Russian parliament, rejects the claim.

The 56-year-old is one of the richest men in Russia, according to Forbes, which estimates that he and his family are worth $12.4bn. He made his fortune after the fall of the Soviet Union, buying up large stakes in Russian companies, including the country's biggest gas and gold producers.

The US sanctioned Mr Kerimov in 2018. The UK followed suit in March, as did the EU, which said he had supported or implemented policies which undermine the independence, stability and security of Ukraine.

The Hunt for the Russian Superyachts

The list of Russian elites banned from spending their fortunes in Western countries had been growing since 2014, as governments tried to isolate President Putin after the annexation of Crimea. When tanks rolled into Ukraine in February, oligarchs faced renewed scrutiny.

"We're joining with European allies to find and seize their yachts, their luxury apartments, their private jets," President Biden announced on 1 March.

Mr Adams - a lean, blue-eyed prosecutor with the US Department of Justice - was placed at the head of a new taskforce, named KleptoCapture, dedicated to enforcing US sanctions.

He planned to use his experience tackling organised crime to honour the president's pledge.

With tactics developed in the fight against the mafia, the taskforce - which includes agents and analysts from the likes of the FBI and the US Secret Service - aims to identify high-ranking targets, find evidence of any law breaking and then "seize assets as quickly and as aggressively as we can," he said.

But two weeks after the invasion began, Mr Adams could see the Amadea "scrambling out of waters where we would normally be able to seize it".

"It became critical when it turned off its location monitor, its transponder," he said. "Essentially, the boat tried to go dark."

On 12 March, the Amadea left Antigua in the Caribbean and five days later travelled through the Panama Canal, stopping briefly in Mexico before striking out into the Pacific Ocean on 25 March.

After more than a fortnight at sea, it arrived in Fiji. The yacht was scheduled to leave for the Philippines within 48 hours, but the US believed its true destination was Vladivostok, a Russian port near the border with China and North Korea.

As it sailed through the Pacific, investigators in the US were searching for any sanction violations that could be used as a "hook" to seize the Amadea, Mr Adams said. Their goal was to prove that Mr Kerimov owned the boat, and that US dollars had been used to purchase, supply or maintain it.

Tracking down a superyacht's true owner requires more than a google search, Mr Adams said. "It can be extremely difficult to unravel who owns these vessels." Ownership is often hidden behind shell companies and trusts, registered in countries where information is "tightly controlled and not something that the US can always easily access," he said.

But Russia's war had led to a "boom of information" provided by co-operative foreign countries, including those which "historically have been viewed as opaque" - places where company ownership is hard to investigate, Mr Adams said.

It required a massive investigation in a short time, with members of the taskforce interviewing sources with knowledge of the boat's finances, and scouring bank statements and corporate records, he said.

"We were able to get that information in part because there was an enormous upswell of support for Ukraine and support for this effort."

According to US court documents, investigators unearthed evidence, which, they say, proves Mr Kerimov has owned the boat since August 2021 - three years after he was first sanctioned by the US Treasury.

"What we found was that one, Mr Kerimov owns the boat, and two, that he had substantial numbers of US dollars that flowed into the boat over the years in violation of US sanctions."

As it docked in Fiji, local authorities searched the Amadea and found records of financial transactions stretching back four months. Hours later, armed with this new information, FBI agents applied to a US judge for a warrant to seize the boat. The FBI listed their reasons for believing Mr Kerimov was the yacht's "true beneficial owner," although many of the details have been redacted in a copy published by the US government .

Mr Kerimov's representatives told the BBC that his alleged ownership of the Amadea is "denied and unproven".

A week after the boat arrived in the Pacific island, a local lawyer intervened on behalf of a company that is formally registered as the superyacht's owner. It led to a seven-week legal wrangle, as appeals against the warrant worked their way up to Fiji's supreme court.

The lawyer argued there was no evidence the yacht represented the proceeds of crime, and claimed it actually belonged to a different billionaire Russian oligarch.

Eduard Khuadainatov is the former CEO of state-owned oil giant Rosneft. He was sanctioned in June by the EU, which said he now owned one of the biggest private oil companies in Russia. He is not sanctioned in the US.

The lawyer told the Fijian court there was "undisputed evidence" that Mr Khuadainatov owned the Amadea. He is also the named owner of a $700m yacht linked to Putin, which has been frozen by Italian authorities. But the US claims he is a "straw man" - intended to conceal the identity of the true owners.

"To own several half-billion dollar yachts as a mid-tier industrialist is totally implausible," Mr Adams said.

Mr Khudainatov has not responded to requests for comment.

FBI agents flew in while the Amadea was moored in Fiji's turquoise waters in early May. Under a blazing sun, a line of men in dark suits boarded the boat as crew members wearing white polo shirts waited on deck.

Agents discovered it "looked like a luxury yacht that was on a high-speed chase across the Pacific", Mr Adams said. It had "been battened down pretty heavily", he added.

Inside, they found ornate furnishings, including chandeliers, gilded fittings and expensive artworks.

The taskforce is still calculating the total value of the luxuries, and the authenticity of the most prominent pieces are under investigation. Among them, one striking item stood out - a lavish object resembling a rare Fabergé egg. Only a few dozen were made for the Russian Imperial family, and they have come to symbolise opulence and power.

"Maybe it's a real Fabergé egg, maybe it's not a real Fabergé egg," Mr Adams said. "Time will tell."

After nearly two months tied-up beside shipping containers, the Fijian supreme court cleared the way for the US to seize the boat. It had become an international spectacle.

After the ruling in June, the island's chief of police posed for photographs on deck with US embassy officials as the Stars and Stripes fluttered overhead. The boat, which had flown the colours of the Cayman Islands, would now sail under the American flag.

But before it could depart for the US, Mr Adams decided to replace the crew. "We needed a crew that we could rely on," he said.

After a three-week voyage, the Amadea reached the US mainland, sailing into San Diego Bay on 27 June.

It was a proud moment for the taskforce, but it was "just the beginning of a process here in the United States," Mr Adams said. "It's not the end."

For the US, the ultimate goal is to sell the boat, he said. "It's to provide funds for Ukraine."

But first, they must persuade a court that Mr Kerimov is the true owner of the boat, and that sanctions were violated to pay for it.

To prepare, investigators are analysing "terabytes of data", including bank records and masses of electronic communications, while Russian language linguists are investigating financial documents.

It is not the only superyacht caught in the taskforce's net. Days before the Amadea arrived in Fiji, FBI agents with the Spanish police seized the $90m Tango, which is owned by sanctioned billionaire Viktor Vekselberg. It remains moored in Mallorca, but Mr Adams hopes this too, can be sold to help rebuild Ukraine.

In Europe, security experts have been closely following the saga of the Tango and the Amadea. They reveal a key difference between law enforcement approaches on either side of the Atlantic.

Several oligarch-linked superyachts are being held in the EU, and one in the UK, but the boats have been frozen, rather than seized.

"In principle, if you only freeze an asset it will return to the owner at some point; if it's seized, they lose it forever," said Tom Keatinge, the director of the Centre for Financial Crime and Security Studies at the Royal United Services Institute.

While the US has long-standing laws to tackle sanctions evasion and seize assets, he says authorities in London and Brussels are "struggling to design legal mechanisms" that will allow them to seize assets that have initially been frozen.

Since the invasion, the UK has sanctioned at least 1,200 people, including more than 120 oligarchs with an estimated combined net worth of over £130bn. But, where action has been taken, it has focused on freezing assets.

In March, former transport secretary Grant Shapps filmed a selfie-style video alongside a £38m yacht named Phi on the day it was detained by the National Crime Agency in London's Canary Wharf.

He said the move had "turned an icon of Russia's power and wealth into a clear and stark warning to Putin and his cronies".

But with the detention of the Phi, the UK was relying on a law with a broader scope than those used by its international allies.

The boat's owner, Sergei Naumenko, is not on any sanction list. And yet, under UK law, vessels can be detained simply for being owned or operated by somebody connected with Russia.

Guy Booth, the yacht's captain, said Mr Naumenko was "absolutely not an oligarch and he's not, as described, a close personal friend of Vladimir Putin".

"If this were an oligarch's boat, it would be four times the size," he added.

Mr Booth says the operation seemed "staged" for publicity, adding that Mr Shapps appeared to be "posing like a big game hunter who'd just shot a lion".

The Department for Transport said it stands firmly by its decision to detain the Phi, adding that the UK would "continue to act within its available powers to ratchet up the economic pressure on Russia and make life harder for Russian elites".

Mr Booth remains positive that "one day eventually we will sail off down the Thames".

As Western governments grapple with confiscating frozen assets, Mr Adams expects more countries to follow their "aggressive" approach to seizures.

"We want to make it as difficult as possible to exist as a person who can draw on the benefits of corruption in Russia and at the same time exist in fabulous luxury in the West," he said.

In the year before the invasion, the Amadea spent most of its time in Europe. It dropped anchor off the likes of Monaco, Marseilles and Montenegro, according to analysis for the BBC by Spire Global, a data and analytics provider.

Today, it is moored at the edge of a busy cargo terminal used by vast, rust-stained car carrier ships. A public park runs close to its berth, and locals have taken to sharing pictures of their glamorous new neighbour on social media.

"They should open it to the area's homeless," one person commented.

Another wrote: "I hope they sell it to help Ukrainian refugees."

Russian super luxury yacht arrives in Cabo San Lucas; annoyed tourists

The super luxury yacht that is rented for 900,000 dollars a week arrives in Los Cabos in the middle of the war between Russia and Ukraine

Los Cabos.  The 75-meter-long La Datcha surprised the inhabitants of Cabo San Lucas, since in the waters of the municipality of Cabo, the imposing vessel with the Russian flag, whose owner is the billionaire,  Oleg Tinkov , has been seen, who has requested the end of the war to President Vladimir Putin. 

Various images have already been shared on social networks where the boat can be seen in the entity, accompanied by messages of annoyance from tourists:  “he plays while in Ukraine there are people suffering” , they point out. 

Far removed from the conflict between Russia and Ukraine, the icebreaker yacht sails through South Californian waters, which in fact  is rented for 900,000 dollars a week  and has 2 main cabins, a lounge, sauna, steam bath, massage room, and gym, with capacity for 12 people. 

It is the first yacht capable of  traversing 16-inch-thick ice,  thus sailing the seas with autonomy for up to 40 days, said the vessel was a special order from the builder Damen Yachting. 

Although it is not known for sure who is inside La Datcha, it is possible that it is Oleg Tinkov himself, an entrepreneur who went from selling beer to creating his own digital bank; however, he was one of the 10 Russian billionaires who  left the “3 commas” club , due to the collapse of Russian stocks.

The yacht, known as the Amadea, was seized by officials in 2022, with the U.S. alleging billionaire Putin ally Suleiman Kerimov is the ultimate beneficial owner.

U.S. authorities claim to be one step closer to proving a seized $300 million mega yacht is owned by sanctioned Russian Suleiman Kerimov, according to new court filings that detail alleged payments for the boat from the oligarch’s niece.

The yacht, a 348-foot luxury vessel known as Amadea, was seized in Fiji in 2022 by local officials at the request of the United States, as part of the Justice Department’s ongoing efforts to identify and seize assets of sanctioned Russian oligarchs in the wake of Russia’s 2022 invasion of Ukraine.

Kerimov, known for throwing lavish parties and for his reportedly close relationship with Vladimir Putin, was sanctioned by the U.S. in 2018. Britain and the European Union later followed suit.

However, since the Amadea’s seizure, another Russian oligarch, Eduard Khudainatov, who is not currently under U.S. sanctions, has claimed to be the yacht’s rightful owner — an assertion U.S. authorities deny.

Prosecutors allege that new documents show Kerimov’s niece, Alisa Gadzhieva, entered into a loan agreement with the company that owns the yacht, Errigal Marine Limited, and then made two payments to Khudainatov’s holding company, Invest International Finance Ltd, Intelligence Online reported .

“The United States takes sanction evasion seriously and will use all tools at its disposal to ensure that sanctioned individuals are held accountable for their crimes,” U.S. Attorney for the Southern District of New York Damian Williams said in an earlier statement . 

The ship belongs to an array of high-value luxury items linked to Kerimov, including private jets and sportscars, like a $650,000 Ferrari that Kerimov totaled in a fiery crash on the French Riviera in 2006.

The yacht’s seizure followed ICIJ’s Pandora Papers, which included revelations on the offshore financial empire of Kerimov and his closest associates. The investigation showed billions of dollars flowing through opaque offshore shell companies associated with Kerimov, and covert money flows tied to oligarchs and others close to the Kremlin. It also highlighted offshore professionals who have helped oligarchs secretly buy luxury assets like yachts and jets.

Gadzhieva’s brother, Kerimov’s nephew Nariman Gadzhiev, is also under U.S. sanctions for allegedly serving as an assistant and financial facilitator for Kerimov. ICIJ’s reporting showed that, in 2012, a firm registered in Gadzhiev’s name worked with Credit Suisse to secure a $67 million loan for the acquisition of a custom-built Boeing 737 Business Jet as well as a Bombardier Global Express jet. A few years later, an article in Forbes Russia described Kerimov as owning the same kind of Boeing jet.

The Amadea, which is currently in U.S. custody, has already cost over $7 million in taxpayer funds to maintain while the legal battle plays out, The Guardian reported.

Countries are on the hunt for sanctioned Russian assets after Russia’s invasion of Ukraine in February. Thousands of Russians have since been sanctioned by the United States, the European Union, and the United Kingdom, among others. Superyachts and multimillion-dollar properties have already been seized or frozen by authorities in Italy, France, Spain, the UK and Gibraltar. The United States has also launched KleptoCapture, a task force focused on those who violate sanctions and the seizing of their assets.

This interactive will continue to track known developments and help show where sanctioned Russians park their money outside of Russia. Except for Igor Sechin and Sergei Chemezov, no other oligarchs or related persons mentioned in this story responded to requests for comment from CNN.

Germany has impounded the “Dilbar,” a superyacht connected to a Russian oligarch in Hamburg, the country’s embassy in the US tweeted . The yacht belongs to the sister of Alisher Usmanov and is worth between $600 to $750 million, according to the German Federal Criminal Police Office. Usmanov is one of Russia’s wealthiest billionaires with vast domestic and international holdings. The US government sanctioned him in early March in a campaign targeting Putin’s allies, stating Usmanov is alleged to have “financial ties” to Putin. In March, Italy’s financial police seized his real estate and assets worth about $90 million. Usmanov has also been sanctioned by the European Union.

Authorities in the Channel island of Jersey froze more than $7 billion worth of assets “suspected to be connected to” Russian billionaire Roman Abramovich, according to a government statement . The frozen assets are either located in Jersey or owned by Jersey incorporated entities, the statement said. The States of Jersey Police also executed search warrants on premises “connected to the business activities” of Abramovich. Abramovich made his fortune in steel and investments and was sanctioned by the UK in March, citing his decades-long relationship with Vladimir Putin. In a statement at the time , the UK government noted that “he is one of the few oligarchs from the 1990s to maintain prominence under Putin.” These frozen assets represent around half his net worth, according to the Bloomberg Billionaire Index .

A real estate compound, “Rocky Ram,” linked to Nikita Mazepin and his oligarch father Dmitry was seized in Sardinia, the Italian financial police confirmed in a statement. The police said the properties are worth 105 million euros (about $114.3 million). Nikita, a former Formula 1 Haas team driver, and his father were included on a list of individuals sanctioned by the EU in early March. The sanction list described Mazepin Sr. as “a member of the closest circle of Vladimir Putin” saying he and 36 other ”businesspeople” met with Putin and other government officials to discuss how sanctions would affect Russia. In early March, Mazepin Sr. sold his controlling stake in Uralchem Group, one of the largest producers of nitrogen and phosphate fertilizers in Russia, and resigned as CEO from Uralchem JSC, a subsidiary, according to a company statement .

Switzerland has so far frozen 7.5 billion Swiss francs (about $7.83 billion) of sanctioned Russian assets, according to a State Secretariat for Economic Affairs (SECO) spokesperson. The number of frozen assets increased from March 24, when 5.75 billion Swiss francs (about $6.18 billion) were initially frozen. Frozen assets include 11 properties throughout Switzerland. No identifiable information was revealed and no specific assets were mentioned in the initial statement. After Russia’s invasion of Ukraine, Switzerland broke from traditional neutrality and adopted EU sanctions.

Belgian authorities have frozen $3 billion in Russian assets and blocked $215 billion in transactions since the start of economic sanctions, according to Belgian Minister of Finance Vincent Van Peteghem. The blocked transactions are the result of other restrictions imposed by the European Union on Russia.

He was sanctioned by the United States and is “under investigation for tax fraud, money laundering and document forgery trying to hide the ownership of this superyacht to avoid sanctions” and is “very close to (Russian President) Vladimir Putin,” the Spanish Civil Guard said. Vekselberg’s case marks the first seizure for the newly formed US task force, KleptoCapture. The yacht is 78 meters long (about 256 feet) and is valued at nearly $90 million, per the US Department of Justice.

The 192-foot yacht is worth approximately £38 million (about $50 million).

JPMorgan Chase, the largest bank in the United States, said in a statement in early March it was getting out of Russia following the invasion of Ukraine, citing “compliance with directives by governments around the world.”

The 135-meter yacht flies a Cayman Islands flag and has been “provisionally detained” to establish whether it is the possession of a person or entity included in the European Council’s package of sanctions, the statement said. The yacht cost approximately $600 million, according to SuperYachtFan.

The Italian financial police froze a real estate complex belonging partially to Russian oligarch Petr Aven in Sardinia, according to a statement issued by Prime Minister Mario Draghi’s press office. The share of real estate is worth approximately 4 million euros (about $4.4 million), according to the Italian Prime Minister’s office. The billionaire stepped down earlier this month as Director of Russian private bank Alfa Bank and from the board of the investment firm he co-founded, LetterOne, after being sanctioned by the EU and UK . The European Union named Aven as “one of Vladimir Putin’s closest oligarchs,” who “regularly meet” with the Russian President in the Kremlin, and “does not operate independently of the President’s demands.”

Real estate assets and six corporate vehicles belonging to Russian oligarch Alisher Usmanov were seized by the Italian financial police. The seized assets are worth approximately 66 million euros (about $72 million). Usmanov is one of Russia’s wealthiest billionaires with vast domestic and international holdings. The US government sanctioned him in early March in a campaign targeting Putin’s allies, stating he is alleged to have financial ties to Putin. Italy’s financial police had previously seized his real estate in the Golfo del Pevero area in Arzachena on March 4. Those assets are worth approximately 17 million euros (about $18 million).

Spanish authorities have detained a yacht linked to Russian oligarch Alexander Mikheev, named “Lady Anastasia,” in the port of Palma de Mallorca, according to the Spanish Ministry of Transport. Mikheev is the CEO of Rosoboronexport, the only state organization in Russia that exports weapons and was sanctioned by the EU and the US. The yacht is nearly 48 meters (157 feet) long and was in the news in late February, when a crew member tried to sink the vessel in retaliation for Russia’s invasion of Ukraine. The yacht is worth approximately $7 million, according to a listing on BOAT International.

Spanish authorities seized the “Valerie” yacht reportedly linked to Russian oligarch and former KGB agent Sergei Chemezov in the port of Barcelona, according to Reuters . Chemezov is the chairman of the Rostec conglomerate and a member of the Supreme Council of ‘United Russia’, per EU sanctions . When the US sanctioned Chemezov in 2014 — as part of an effort targeting Putin’s inner circle — the government said he had known Putin since the 1980s and the two lived in the same apartment complex in East Germany. The yacht is worth approximately $140 million and will remain “provisionally immobilized” until authorities can determine its ownership. A spokesman for Chemezov denied that he is tied to the yacht.

Melnichenko was sanctioned by the EU on March 9 and has since removed himself from the boards of two companies he founded, Eurochem and SUEK, according to his spokesman Alex Andreev in a statement to CNN. At 469 feet long, the vessel is also the world’s tallest sailing yacht — taller than the Statue of Liberty — and is worth approximately 530 million euros (about $577 million).

Real estate properties belonging to Vladimir Soloviev were seized by the Italian financial police in the province of Como, according to a police statement . Soloviev is a Russian pro-Kremlin propagandist and TV/radio journalist, according to EU Council sanctions . The frozen Italian real estate is worth approximately 8 million euros (about $8.7 million).

A real estate compendium belonging to Russian oligarch Alisher Usmanov was seized by the Italian financial police in the Golfo del Pevero area in Arzachena, according to a statement . The frozen Italian real estate is worth approximately 17 million euros (about $18 million).

Usmanov is one of Russia’s wealthiest billionaires with vast domestic and international holdings, according to the US Treasury. The US government sanctioned him in early March in a campaign targeting Putin’s allies, stating he is alleged to have financial ties to Putin. The US said it sanctioned his private jet and his 512-foot superyacht named “Dilbar.”

“Lena”  linked to    Gennady Timchenko   valued at $55 million in San Remo, Italy

The Italian financial police seized Russian billionaire Gennady Timchenko’s yacht, named “Lena,” in the port of San Remo, according to a police statement . Timchenko is the owner of private investment group, Volga Group. He was sanctioned by the EU in February. When the US government sanctioned Timchenko in 2014, an effort targeting Putin’s inner circle, they stated his “activities in the energy sector have been directly linked to Putin.” The 126-foot yacht is worth approximately 50 million euros (about $55 million).

Sechin is the CEO of Rosneft, the Russian state oil company and one of the world’s largest crude oil producers. The yacht, named “Amore Vero” — or “True Love” in Italian — was scheduled to leave the port on April 1 after arriving in January. Sechin was deputy prime minister of Russia from 2008 until 2012. The European Union said his connections to Putin are “long and deep,” with the two men maintaining daily contact. The yacht is worth about $120 million, according to SuperYachtFan. A Sechin spokesman denied that he is tied to the yacht.

A superyacht once belonging to a Russian billionaire went to auction Tuesday in the British territory of Gibraltar. The vessel, estimated to have a value in the tens of millions of dollars, was seized in March as part of Western sanctions against Russia following the invasion of Ukraine.

Gibraltar's Admiralty Marshal was tasked with appraising and selling the yacht, which received 63 bids, according to court documents. Its official appraised value is "a confidential matter which cannot be disclosed," although outside estimates reportedly place it anywhere from $42 million to $75 million. Details about who ultimately purchases the vessel and for what price will be made public when the transaction is complete.

Measuring 236 feet long and weighing over 1,600 tons, the Axioma is a sight to behold. It can accommodate 12 guests in six cabins — along with a 20-person crew in 12 other rooms — and features a gymnasium, full-service spa, infinity pool and luxury cinema, as stated on the Howe Robinson Partners auction site.

The cost to charter the Axioma for a week runs an average of roughly $500,000 , not including other operating costs, according to Yacht Charter Fleet.

The former owner of the ship is Dmitrievich Pumpyansky, once Russia's largest steel pipe manufacturer and currently worth $2 billion, according to Forbes . Unfortunately for Pumpyansky, he was sanctioned by Britain and the European Union after the invasion.

Other superyachts owned by Russian oligarchs have been detained as a result of the sanctions, but the Axioma is the first to be sold off, the Guardian reported.

Despite calls for the proceeds of the sale to benefit Ukraine, the funds will instead be paid to JP Morgan Chase. According to the Guardian, the international bank had a loan agreement with Pumpyansky's holding company, Pyrene Investments.

However, the sanctions against Russia prevented JP Morgan Chase from accepting payments from the holding company, breaching the agreement, and the bank filed a legal claim to have the vessel seized and sold at auction.

Other superyachts belonging to Russian elites have been detained all over the world — including the Amadea, which was seized in Fiji at the request of the United States in May. That $300 million yacht belonged to Suleiman Kerimov, a Russian gold producer worth over $12 billion, according to Forbes .

The fate of the Amadea is uncertain, however; it, too, could be sold to the highest bidder, which would be in line with President Biden's aims to hold Russian oligarchs accountable for their role in the invasion and, potentially, use the proceeds to aid Ukraine.

The U.S. and European Union are cracking down on sanctions against Russian billionaires by taking control of their mega yachts and other valuable assets, including villas and private jets, parked in territory over which their governments have jurisdiction. 

Italy on Friday said it seized a $70 million yacht moored in Liguria, Italy, belonging to Alexey Alexandrovits Mordaschov, a steel magnate with close ties to the Kremlin. 

"Italy's police has just seized 'Lady M Yacht' - a €65 million yacht belonging to Alexey Alexandrovits Mordaschov located in Imperia (Liguria) - in compliance with the recent EU sanctions," Ferdinando Giugliano, a media adviser to Italy's prime minister, said in a tweet.

On Saturday, Italy's tax police also froze "Lena," a $54 million yacht belonging to Gennady Nikolayevich Timchenko, the founder of a Moscow, Russia-based private investment group and close friend of Russian President Vladimir Putin, whom the EU has sanctioned.

Assets that cannot be moved are even easier to take possession of, or prevent their owners from accessing. 

Italy also froze a $3.2 million property in Tuscany belonging to Oleg Savchenko, who is among the richest Russian business people. Giugliano tweeted an image of a Ministry of Economy and Finance vehicle in front of the estate, named "Villa Lazzareschi."

President Biden has also said the U.S. government is homing in on Russian oligarchs' super-yachts, private planes and other conspicuous symbols of their wealth as Russian President Vladimir Putin escalates his country's attack on Ukraine.  

A new federal task force, dubbed "KleptoCapture," will take aim at what Mr. Biden described in his State of the Union address on Tuesday as "the crimes of Russian oligarchs."  

"We are joining with our European allies to find and seize your yachts, your luxury apartments, your private jets," Mr. Biden said. "We are coming for your ill-begotten gains."

More than a dozen Russian billionaires are under sanction by the U.S., European Union and the United Kingdom, and some are trying to dodge restrictions by moving assets that are mobile — including mega-yachts — into territories where sanctions don't apply and where their property cannot be seized or their assets frozen. 

The super-yacht "Graceful," believed to be owned by Vladimir Putin himself, left Germany two weeks before Russia invaded Ukraine and recently docked in Kaliningrad, near Russia's nuclear weapons operations, data form MarineTraffic, a maritime tracking website, shows. 

Putin ally Roman Abramovich, who made his fortune in the energy business, is not currently on any government sanction lists, but is making moves to unload valuable assets, including Chelsea Football Club. Among those assets is a super-yacht named "Eclipse" that is the third largest pleasure vessel in the world, measuring more than 540 feet long and 72 feet wide, according to Marine Vessel Traffic, a website that tracks the location of ships and other vessels, including privately owned yachts. It recently set sail from St. Barts to Philipsburg, the capital of Sint Maarten — the Dutch side of the Caribbean island Saint Martin.

"Le Grand Bleu," owned by Russian oil titan Eugene Shvidler, is also anchored off the island of St. Martin, where EU sanctions can be enforced. 

Too big to hide

Some oligarchs on sanction lists, who are alleged to have built their wealth in Russia through political corruption, have already been cut off from their own valuable assets. 

The EU's sanctions on Russian oligarchs on Wednesday led to Germany's freezing of a yacht owned by Alisher Usmanov, one of the wealthiest Russians, according to a Forbes report . According to Marine Traffic, the 512-foot yacht, named "Dilbar," had been stationed in Hamburg, Germany, since October 29 for repairs. 

The French Ministry of Economy and Finance on Thursday said its customs agents seized the "Amore Vero" yacht belonging to a company owned by Igor Setchine, director of Russian oil company Rosneft. The yacht had been stationed for repairs in La Ciotat in Southern France's Cote d'Azur region. 

While the crew's intention was to "sail urgently, without having completed the planned work," it was seized before it could depart, the agency said. 

Fleeing hotspots

In hopes of avoiding the same fate, some yacht owners are "hightailing it on the high seas," financier and anti-corruption activist Bill Browder told CBS News senior investigative correspondent Catherine Herridge. 

They are mooring their mega-yachts, some with 100-member-crews, in places like Dubai and the Maldives — a nation of tiny islands in the Indian Ocean, which does not have an extradition treaty with the U.S. "They're parking their assets where they cannot be seized," Browder told CBS MoneyWatch. 

The problem is that ships of this size can't stay indefinitely in a place like the Maldives, which can generate significant income through docking fees, given their need to refuel and stock provisions. 

"There are a number of these yachts in the Maldives, and unless those countries put sanctions in place they're probably safer there," Alasdair Milroy, a maritime accountant and owner of Breaking the Mould Accounting, told CBS MoneyWatch. "But you can only spend so long in someplace like the Maldives on a yacht of that size without needing provisions, or to refuel, so I don't know how well that will last for a longer period. I don't think they'll be able to do that for that long."

Deputy Attorney General Lisa Monaco, who is in charge of the new U.S. task force targeting Russian oligarchs, issued a stark warning: "We will use every tool to freeze and seize your criminal proceeds," she said in a statement.

Confiscating Russian oligarchs' wealth could be an effective tactic, Browder told CBS MoneyWatch. "It's hugely symbolic, and part of this thing is psychological war. This really has an impact — if not financially, then psychologically."

At least 10 of the 100 largest super-yachts in the world belong to Russian oligarchs, according to Marine Vessel Traffic .

Websites tracking maritime activity show that other oligarchs' yachts are on the move as their owners attempt to shield their assets from seizure. The "Galactica Super Nova," a 230-foot long, $80 million vessel owned by Vagit Alekperov, president of Russian oil company Lukoil, recently left its mooring in Barcelona, Spain, where EU sanctions apply, and set sail for Tivat, Montenegro, in the Balkans, according to VesselFinder.com.  

"Clio," a super-yacht owned by Russian industrialist Oleg Deripaska, is currently anchored off of the Maldives, according to MarineTraffic.com . A handful of other oligarch-owned mega-yachts are also moored in the Maldives, including Alexander Abramov's "Titan," Viktor Rashnikov's "Ocean Victory" and Vladimir Potanin's "Nirvana." 

How sanctions work

Placing an individual or their assets under official sanction does not give another government the legal authority to seize their assets — only to freeze or cut off their owner's access. 

"Generally speaking, sanctions are the authority that allow us to freeze assets. They are most easily understood in context of a bank account — it's literally put into a frozen account that still exists and collects interest and you own it, but you can't get any money from it," said Adam M. Smith, a partner at law firm Gibson Dunn. 

Tangible property must also be under the jurisdiction of the U.S. for any sanctions to work, or for the government to cut off their owner's ability to use an asset like a private yacht or jet. 

Daniel P. Ahn, a sanctions and economic warfare expert at the Woodrow Wilson International Center for Scholars and former chief economist for the U.S. State Department, said that targeting an individual's yacht can limit its use even it isn't seized.

"If it arrives in the West, any port that can refuel is not allowed to do that anymore. So maybe the yacht itself doesn't get seized, but it's a lot less useful thing to have," he said. 

For this reason, sanctioned individuals may choose to try to sell assets like yachts at a loss, rather than risk losing use of them indefinitely. 

"If I was an oligarch, the first thing I would do is I would protest and say I shouldn't be blacklisted. Second would be to see if I can liquidate these assets and claw back something, knowing that otherwise it may rot at the pier without proper maintenance and the like," Ahn said.

As far as their impact goes, the sanctions are more than merely symbolic, he added. "The ultimate objective is to make life very difficult for these oligarchs, and it has been achieved," Ahn said.

PALMA DE MALLORCA, Spain — The U.S. government seized a mega yacht in Spain owned by an oligarch with close ties to the Russian president on Monday, the first in the government’s sanctions enforcement initiative to “seize and freeze” giant boats and other pricey assets of Russian elites .

Spain’s Civil Guard and U.S. federal agents descended on the yacht at the Marina Real in the port of Palma de Mallorca, the capital of Spain’s Balearic Islands in the Mediterranean Sea. Associated Press reporters at the scene saw police going in and out of the boat on Monday morning.

The seizure was confirmed by two people familiar with the matter. The people could not discuss the matter publicly and spoke to AP on condition of anonymity. A Spanish Civil Guard spokesman confirmed that officers from the Spanish police body and from the FBI were at the marina searching the vessel Monday morning and said further details would be released later.

A Civil Guard source told The Associated Press that the immobilized yacht is Tango, a 78-meter (254-feet) vessel that carries Cook Islands flag and that  Superyachtfan.com , a specialized website that tracks the world’s largest and most exclusive recreational boats, values at $120 million. The source was also not authorized to be named in media reports and spoke to AP on condition of anonymity.

The yacht is among the assets linked to Viktor Vekselberg, a billionaire and close ally of Russian President Vladimir Putin who heads the Moscow-based Renova Group, a conglomerate encompassing metals, mining, tech and other assets, according to U.S. Treasury Department documents. All of Vekselberg’s assets in the U.S. are frozen and U.S. companies are forbidden from doing business with him and his entities.

The move is the first time the U.S. government has seized an oligarch’s yacht since Attorney General Merrick Garland and Treasury Secretary Janet Yellen assembled a task force known as REPO — short for Russian Elites, Proxies and Oligarchs — as an effort to enforce sanctions after Russia invaded Ukraine in late February.

Vekselberg has long had ties to the U.S. including a green card he once held and homes in New York and Connecticut. The Ukrainian-born businessman built his fortune by investing in the aluminum and oil industries in the post-Soviet era.

Vekselberg was also questioned in special counsel Robert Mueller’s investigation into Russian interference in the 2016 U.S. presidential election and has worked closely with his American cousin, Andrew Intrater, who heads the New York investment management firm Columbus Nova.

Vekselberg and Intrater were thrust into the spotlight in the Mueller probe after the attorney for adult film star Stormy Daniels released a memo that claimed $500,000 in hush money was routed through Columbus Nova to a shell company set up by Donald Trump’s personal attorney, Michael Cohen. Columbus Nova denied that Vekselberg played any role in its payments to Cohen.

Vekselberg and Intrater met with Cohen at Trump Tower, one of several meetings between members of Trump’s inner circle and high-level Russians during the 2016 campaign and transition.

The 64-year-old mogul founded Renova Group more than three decades ago. The group holds the largest stake in United Co. Rusal, Russia’s biggest aluminum producer, among other investments.

Vekselberg was first sanctioned by the U.S. in 2018, and again in March of this year, shortly after the invasion of Ukraine began. Vekselberg has also been sanctioned by authorities in the United Kingdom.

The U.S. Justice Department has also launched a sanctions enforcement task force known as KleptoCapture , which also aims to enforce financial restrictions in the U.S. imposed on Russia and its billionaires, working with the FBI, Treasury and other federal agencies. That task force will also target financial institutions and entities that have helped oligarchs move money to dodge sanctions.

The White House has said that many allied countries, including German, the U.K, France, Italy and others are involved in trying to collect and share information against Russians targeted for sanctions. In his State of the Union address, President Joe Biden warned oligarch that the U.S. and European allies would “find and seize your yachts, your luxury apartments, your private jets.”

“We are coming for your ill-begotten gains,” he said.

Wednesday’s capture is not the first time Spanish authorities have been involved in the seizure of a Russian oligarch’s superyacht. Officials there said they had seized a vessel valued at over $140 million owned by the CEO of a state-owned defense conglomerate and a close Putin ally.

French authorities have also seized superyachts, including one believed to belong to Igor Sechin, a Putin ally who runs Russian oil giant Rosneft, which has been on the U.S. sanctions list since Russia annexed Crimea in 2014.

Italy has also seized several yachts and other assets.

Italian financial police moved quickly seizing the superyacht “Lena” belonging to Gennady Timchenko, an oligarch close to Putin, in the port of San Remo; the 65-meter (215-foot) “Lady M” owned by Alexei Mordashov in nearby Imperia, featuring six suites and estimated to be worth 65 million euros; as well as villas in Tuscany and Como, according to government officials.

Every Russian Oligarch Yacht Seized So Far—In Pictures

Before the invasion of Ukraine, the world was a playground for the Russian mega-rich.

Now, Russian oligarchs are struggling to hold on to their wealth, as their private jets and superyachts get seized and their properties impounded as a result of the heavy sanctions much of the world has imposed on the circle of billionaires around Vladimir Putin .

Since the European Union started imposing sanctions on an increasing number of Russian oligarchs, the list of luxury superyachts owned by Russian billionaires seized by authorities has steadily kept on growing.

Here's a breakdown.

On March 2, French authorities seized a yacht they said belonged to Rosneft's boss Igor Sechin in the Mediterranean port of La Ciotat.

The owner of Amore Vero wasn't formally Sechin, but French authorities said they found him to be the main shareholder.

On the same day, news spread that German authorities had seized a luxury yacht owned by Russian billionaire Alisher Usmanov. But German officials denied that the Dilbar , a $600 million yacht named after the billionaire's mother, had been seized in Hamburg.

The yacht, over 490 feet long and boasting an 80-foot swimming pool, two helipads and a garden, is now simply blocked in the northern port and is not allowed to leave.

Usmanov is one of the richest men in Russia and the world, with an estimated worth of $14.2 billion. The European Union has frozen his assets and described him as "pro-Kremlin oligarch with particularly close ties to Russian President Vladimir Putin."

On March 14 in Barcelona, Spanish police seized a $140 million yacht belonging to Sergei Chemezov, a former KGB officer who now heads the state-owned defense conglomerate Rostec. Following the seizure, Spanish Prime Minister Pedro Sanchez promised "there will be more."

The Valerie , a 280-foot yacht, is technically registered to Chemezov's stepdaughter Anastasia Ignatova. She is under U.S. sanctions, as is Chemezov and his wife.

The next day, Spanish authorities seized Lady Anastasia , reportedly owned by Alexander Mikheyev, in Mallorca. Mikheyev, director of Russian arms exporter Rosoboronexport, is under EU sanctions.

A day later, Spain seized another yacht believed to belong to Sechin, the 440-foot-long Crescent , in the port of Tarragona in Catalonia.

Since the beginning of March, Italy has seized three yachts belonging to Russian oligarchs.

Lady M , owned by steel magnate Alexey Mordashov, Russia's richest man, was seized in the port of Imperia on the same day as Lena , belonging to oil and gas mogul Gennady Timchenko, was seized in the port of Sanremo.

Lady M , formally registered in the Cayman Islands, has been docked in Imperia since January. The yacht is equipped with a beauty salon and a helicopter pad.

Lena , registered in the British Virgin Islands, has been in Sanremo since November 2021.

On March 12, Italian authorities seized Andrey Melnichenko's Sailing Yacht A , a $580 million yacht docked at the port of Trieste. Coal and fertilizer magnate Melnichenko was sanctioned by the EU on March 9.

The Ragnar , another superyacht owned by Russian oligarch and former KGB agent Vladimir Strzhalkovsky, wasn't confiscated, but it's stuck in Norway because nobody will sell it fuel to leave.

According to Croatian media reports, Viktor Medvedchuk's 300-foot mega yacht, The Royal Romance, was seized in the bay of Rijeka on Wednesday. Medvedchuk is leader of Ukraine's main pro-Russia party.

More yachts owned by Russian oligarchs and currently docked around Europe could yet be seized, as not all billionaires have been sanctioned by the EU and the ownership of some yachts is yet to be determined.

Those Russian oligarchs whose yachts haven't been seized are scrambling to take them far away from the grasp of European authorities, although they're running out of safe havens to hide their luxury vessels.

At least five Russian billionaires have moved their yachts to the Maldives as the EU imposed sanctions, ship-tracking data has shown. In early March, five superyachts were reportedly harbored in the Maldives, which doesn't have an extradition treaty with the U.S.
